Technology Transition Workshop: Technical Advances in the Visual Documentation of Crime Scenes (available online)

On June 11 -12, 2013, at Virginia Commonwealth University in Richmond, Virginia, The National Institute of Justice and the Forensic Technology Center of Excellence (Participating Partners RTI International and Virginia Commonwealth University Department of Forensic Science) held the Technology Transition Workshop: Technical Advances in the Visual Documentation of Crime Scenes. The goal of this workshop was to provide the attendees with the theory and foundational knowledge, as well as hands-on learning with the most prominent instruments being marketed: the PanoScan, the 3D Leica Scanner and SceneVision.

This on-site all travel-expenses paid workshop was attended by 25 police officers, forensic practitioners and crime scene investigators from 14 different states. Pre workshop web-based learning courses were created to give attendees foundational knowledge about 2D/3D scanning technologies and are now available to the public.

Participants spent 1.5 days rotating through modules for three panoramic imaging technologies where they listened to end-user perspective presentations of a scene, practiced using hardware to scan an on-site mock scene, and worked through software processing for each technology. Participants came away with presentation products, demonstration software, a workbook, and other valuable information about each of the scanning technologies for further consideration upon return to their agencies. Vendors were onsite for the duration of the workshop and provided valuable clarification, insight, and demonstrations for a well-rounded participant experience.

The technical evaluation addresses ease of setup, system calibration, system operation, technology capability under varying scenarios, software processing, and final output preparation. In addition, the evaluation collected information regarding hardware and software requirements, pricing, and training commitments. The three panoramic imaging technologies selected for this evaluation were the SceneVision-Panorama, Panoscan MK-3, and Leica ScanStation C10

Host Faculty:

Dr. Michelle Peace serves as the Interim Chair for the Department of Forensic Science at Virginia Commonwealth University and is responsible for the partnered FTCoE efforts at VCU. Prior to her role at VCU, Dr. Peace managed a private forensic toxicology laboratory and has been performing research, teaching, and practicing forensic toxicology for more than 12 years. Dr. Peace serves as a guest instructor in Virginia’s Forensic Science Academy and for the Virginia Office of the Chief Medical Examiner.

Lyndsay S. Durham, M.Ed.

Lyndsay S. Durham, M.Ed.

Ms. Lyndsay S. Durham is the Grant Facilitator in the Department of Forensic Science at Virginia Commonwealth University where she provides support to the grant initiatives for the FTCoE. In her role, Ms. Durham helps develop workshops and research programs to test and evaluate new technologies in forensic science. Prior to her role at VCU, Ms. Durham worked in the Breath Alcohol Section at the Virginia Department of Forensic Science. Ms. Durham’s passion for teaching and learning is evident in her everyday interaction with the forensic science community.

Marilyn T. Miller, Ed.D.

Marilyn T. Miller, Ed.D.

Dr. Marilyn Miller is an Associate Professor at Virginia Commonwealth University. Dr. Miller has 15 years of crime scene and forensic laboratory experience and has been teaching forensic science and scientific crime scene investigation for 18 years. Having served as a primary investigator for over 1,000 crime scenes, Dr. Miller brings this experience to the classroom and provides her students with a foundational background for the important role science plays at the crime scene.

Dale Mullen

Dale Mullen

Dale Mullen has over 20 years of federal, state and local government experience and in 2011, was recognized as a "powerful change agent" and a "leader in the law" by Virginia Lawyer’s Weekly. As a Partner at McGuireWoods, LLC, he represents a wide range of clients in regulatory and compliance matters. Mr. Mullen is a veteran of the United States Navy and served in the covert section of the Organized Crime Division of the Richmond Police Department where he was deputized with United States Marshall’s Service and the D.E.A. He served as Chief Prosecutor for Virginia Attorney General Bob McDonnell and as Special Assistant United States Attorney prosecuting non-typical organized crime in the federally funded healthcare system.

Jeffrey W. Dwyer, CCSA

Jeffrey W. Dwyer, CCSA

Mr. Dwyer was hired by the Richmond Police Department and, upon graduation from the Police Academy, was assigned to Patrol in 2nd Precinct on the City’s south side. Mr. Dwyer worked as a Patrol Officer for four years and was then granted his transfer request into the Department’s Forensic Unit where he was a part of over 100 homicide investigations. Mr. Dwyer is also a graduate of the 64th Session of the Virginia Forensic Science Academy. After nine years with the Richmond Police Department, Mr. Dwyer was hired by the Department of Forensic Science as a Forensic Trainer and immediately assumed the role and responsibilities of the primary instructor for the 66th and 67th sessions of the Forensic Science Academy. In August of 2006, Mr. Dwyer was selected for his current position as the manager of the training section at the Department. Jeffrey Dwyer holds a Bachelor of Arts degree in Psychology from the University of Virginia.

Stephen Stockman, CCSA

Stephen Stockman was employed by the Virginia Beach Police Department’s Forensic Unit for 6 ½ years, during which time he graduated from the Virginia Forensic Science Academy’s 52nd Session. Mr. Stockman has served in his current role as an instructor for the Virginia Forensic Science Academy for 8 years where he trains law enforcement on proper techniques of crime scene processing.

MPO Marc Hackett, CCSA

MPO Marc Hackett, CCSA

Master Police Officer Hackett has been with Arlington County for 27 years and is currently assigned to the Criminal Investigations Section in the Crime Scene Unit. MPO Hackett has been a Crime Scene Technician since 1994 and is a graduate of the Virginia Forensic Science Academy’s 51st Session. MPO Hackett teaches Crime Scene Photography and Basic Evidence Collection techniques at Arlington County’s regional academy.

MPO Keith Ahn, CCSA

Master Police Officer Ahn has been with Arlington County for 23 years and is currently assigned to the Criminal Investigations Section in the Crime Scene Unit. MPO Ahn has been a Crime Scene Technician since 1996 and is a graduate of the Virginia Forensic Science Academy’s 70th Session. MPO Ahn teaches Crime Scene Photography and Basic Evidence Collection techniques to Arlington County crime scene technicians. MPO Ahn is a level 3 accident Reconstructionist through IPTM.

Christopher Levering, CCSA

Christopher Levering, CCSA

Officer Levering has been with the Roanoke Police Department for 13 years. In that time, he has worked patrol and been a member of the Technology Team. Officer Levering is currently assigned to the Forensic Services Unit. In addition to the regular crime scene investigation duties, Officer Levering also acts as a liaison between the Forensic Services Unit as well as both the Commonwealth Attorney’s office and the Virginia Department of Forensic Science. Officer Levering holds a B.S. degree in Psychology from Virginia Tech, is a graduate of the Virginia Forensic Science Academy’s 69th Session, and is certified through the Virginia Department of Fire Programs as a Certified Fire Investigator (CFI).

Andrew Rich

Andrew Rich

Andrew Rich is a principal for Rich Consulting LLC out of northern New Jersey. Rich Consulting provides accident reconstruction consulting and training services. Prior to founding Rich Consulting, Mr. Rich had a 25 year career in law enforcement to include 14 years as a detective for the Bergen County, NJ Prosecutor’s Office Fatal Accident Investigation Unit. Mr. Rich has a degree in mechanical engineering from the New Jersey Institute of Technology and has received over 120 hours of training in the use of total stations and the Leica C10 laser scanner.

The Virginia State Police Scanner Team

The Virginia State Police Scanner Team is comprised of a group of individuals committed to learning and using scanning technologies. The Scanner Team devoted to this workshop comes to us from the Bureau of Criminal Investigation’s General Investigation Section in the Appomattox Field Office and uses the Leica ScanStation C10.
